Public service is key to my career, my community life and my family. I have the commitment, the dedication, and the courage to represent the citizens of Bonner and Boundary Counties in Boise.

Responsible Representation for North Idaho

The topics we overwhelmingly agree on constitute my platform. By regularly communicating with, and listening to the citizens, business owners and service providers of the District, I will be best positioned to represent your needs and priorities.

While in Boise, I will focus on fighting for:

Fighting for Conservative Idaho Values

Our great state is what it is because of our core conservative values. We have prospered because of our determination to live, raise our families and do business in a place that values conservative principles like hard work, fiscal responsibility, personal accountability, individual liberty and low regulation. 

I believe Idahoans want the freedom to grow their families, communities and businesses in the way they believe is best. We also cherish our public lands and their bounty. 

Local control matters. Idahoans don’t want big government dictating how we should live when we can make decisions for our communities and govern minimally and responsibly. 

Idaho values respect those who molded our state into what it is today. We live in the present but have clear eyes on the future and make responsible decisions today that may affect generations to come. 

I believe Idahoans welcome the growing population in our state, but we are guarded when some want to make changes not aligned with our conservative values. 

I want to keep Idaho, Idaho.

Cutting Taxes

The number one concern I hear about from voters is the cost of property taxes. I feel their pain. I have voted to cut property taxes at each chance during my four years in the Legislature. In 2023, I helped pass HB292 which reduced the property tax burden on homeowners across the state by over $300 million in a single year. This same bill has reduced property tax each year since then by over $125 million each year since. In 2025, HB304 added additional funds for property tax relief. 

I have also voted to reduce the Idaho income tax rate to 5.35% from 5.7% and to flatten the application of the taxes so that everyone has the same rate. 

 I supported HB 231; the bill increased the Grocery Tax exemption from $120-$155 person, with an option for a $250 exemption / person using itemization. Idaho brings in an estimated $25-$40 million/year from out of state visitors paying Idaho’s grocery tax fee each year. 

Immigration

Illegal immigration is a problem plaguing America. The crime and costs of illegal immigrants cost Idahoans every day. I have strongly supported State efforts to strengthen our southern border and supported funding for our Idaho State Patrol to train our local law enforcement agencies on illegal immigrant criminal issues. I have also supported and encouraged our local law enforcement agencies’ efforts to work with their federal counterparts at apprehending immigrant criminals and deporting them. In 2026 I voted to criminalize illegal immigration into our state (SB1260). 

I maintain an open line of communication with the Sheriffs and Police Chiefs in our region. I use this line frequently during the legislative session. I listen to their concerns and appreciate their professional insight and ‘boots on the ground’ perspective. 

Local agricultural businesses have successfully used the federal H2A labor program for many years. I support our farmers who rely on this program to sustain their businesses.  

I voted for HB704, a bill that would have made it mandatory for employers to use the federal E-verify system for new employees. 

Education

Educating our children is a critical imperative for parents and community strength and growth. A parent’s role in the educational process of their children is critical; my votes always reflect that core belief.  

I support choice in education. I have strongly supported public and charter schools every year in the legislature. I have also supported our home-school options and funding, online education, career technical education (from middle school through post HS) and the Idaho Launch program. All these noted efforts have given Idaho families better school choices than when I started as a legislator, four years ago. 

Public Safety

Idahoans wholeheartedly support this vital part of our government.  As a career and volunteer emergency responder for 40 years, I strongly support our Fire, EMS and Law Enforcement agencies with my votes and bill writing. Consequently, I carry many of the emergency responder bills on the House side of the Capitol. 

 I have successfully drafted several bills to assist our public safety providers in the last two years. These bills have positive consequences for our district. For example, this year I passed HB562a that extends the time property owners have to find a new property insurance carrier after being non-renewed or canceled. Another of my public safety bills (HB765) enables Fire Districts to re-align their boundaries without fiscal consequences for better response efficiencies.

Local Control

Representing our district is my top priority. It is the first filter I use when I evaluate a problem that is ready for addressing or when I need to make a vote. I am determined to understand the impact of new policy and legislation and to vote on behalf of our District’s best interests. Further, I have drafted and carried many bills that tangibly affect our daily lives here in Bonner and Boundary County. My bills have addressed fire district operations and funding, voting procedures, school board administration, government efficiency, property insurance, water adjudication, and rural ranching/4H programs. 

However, there is more to local control than the impact of a bill. Local control is also advocating for us, in District 1. For  example, I have committed a considerable amount of time building consensus, supporting research, convincing our federal counterparts and bringing in Idaho resources regarding the importance of Lake Pend Oreille to the fabric of our district.

I’m happy to report my legislative efforts have begun to show success in resolving the Albeni Falls Dam problems that greatly affect the economy, recreation and viability of Bonner and Boundary Counties.

I continue to do the same with other local issues like local fire district and property insurance issues.  

Affordability

I supported conforming Idaho tax code to President Trump’s 2025 Big Beautiful Bill (HB559). This action alone provides real tax relief for our seniors, overtime workers, service staff with income from tips and those with car loans. 

I have voted to reduce property taxes and supported legislation to direct state funding to reduce school levies and bonds, which also helps reduce your property tax. I voted to reduce the state income tax rate and flattened the application of it, as well. 

Rural Healthcare

My experience in emergency healthcare services and the relationships I’ve built give me a unique perspective for our healthcare system. There is little doubt that the healthcare system in our district needs assistance. Our two rural hospitals have been fiscally challenged over the last few years by higher costs, labor shortages, facility problems and timely revenue collection. The time to comprehensively evaluate the services they provide and the needs of the communities they serve is NOW. 

The federal Rural Health Transformation Act (RHTA) is a starting place. I supported SB1453 the bill that establishes the Idaho Rural Health Transformation Fund and appropriates nearly $186 million per year for the next five years. Idaho has a rare opportunity to use the  funding   to rebuild a sustainable rural healthcare system. 

Turning the funds back to the federal government should not be the answer. If reelected, this issue will be one of my top priorities. I want to ensure our district gets the healthcare it deserves and has earned.
